The pillar sets out 20 key principles to support fair and well-functioning labour markets and welfare systems. It also contains two first phase consultations of the European social partners on a legislative proposal: one on access to social protection for all employment types and a second one on the information an employer is required to provide employees. Finally, it put forward a draft proposal on work-life balance.
Commenting on the package, Luc Triangle said that although it contained many principles but it only contains one tangible legislative proposal on paid parental, paternity and careers’ leave. He added that “the European Pillar of Social Rights still needs to deliver its promises if Europe is to get a 'triple-A’ rating on social issues. The opening up of the pillar to the whole EU and not just the Eurozone gives Members States a real chance to take a step in the direction of upward convergence”.
